Here’s a short list of places to promote your ezine.
I have a much longer list that will be in the Free Traffic Primer series, which purchasers of Free Traffic Tips - the book will be getting every month for free as part of their subscription.
I wasn’t really supposed to announce that yet (as my business partner GLARES at me) but oh well. 
My favorite place to announce a list is EzineUniverse.com’s New List. It gives me my initial push of subscribers, whose expectations are normally not as high as the quality of the publication, because they realize - it’s brand new.
It’s a good idea to subscribe to the category that you place your ezine in, because you’ll find many new webmasters to start partnerships or ezine ad swaps with. If you catch them when their ezine is small and on the rise, you can form alliances early on.
NOTE: Before you get started promoting your list, you’ll want to get a new email address specifically for this purpose, one you can check from time to time, but that will not be the one you use to get personal email, or interact with your clients. Some advise against this, but I feel that as long as it’s one you read on a regular basis, it’s okay.
If it wasn’t for my separate ezine email, I’d never read my ezines.
Before you continue on to submitting, you may want to open a plain text document and write down all the information about your ezine so you can cut and paste.
They’ll often ask you :
• the name of the list,
• the editor’s name,
• the subscription link or email address (sometimes both),
• the name and address of the associated web site,
• initial publication date,
• number of subscribers, and other demographics
• how often the publication circulates (weekly/monthly)
• a short description.
So here’s the short list.
Inkpots Zine Directory - you can submit here if you have an online information page about your zine.
Ezine Announcer - You’ve probably heard of this software already.
But did you know that you can submit your ezine to be one of the publications that article publishers submit their articles to? This will give you the power to negotiate announcements or placement in trade, or quote prices for ad placement.

Best Ezines.com - also run by Email Universe, a listing here, while it is harder to get exposure, will give you additional coverage with a review of your Ezine.
Free Ezine Site - You can get massive exposure from this site.
It’s well ranked in Google and is also gives you exposure for articles, which we’ll get to later. Be careful what information you use for this site - they don’t send you anything but confirmation emails at this writing, so use a primary or secondary email address. In the future, you’ll want to update your details as your subscriber list grows.
